Regulatory Alert:

HM-215I Compliance Is Here!

RES Helps You Comply with New DOT Requirements For Shipping Descriptions

On January 1, 2007, yet another HM-215, Hazardous Materials: Harmonization With the United Nations Recommendations, became effective. HM-215I, the new United States Department of Transportation (DOT) regulation revises the Hazardous Materials Regulations to maintain alignment with international standards by incorporating a number of amendments, including changes to proper shipping names, hazard classes, packing groups, special provisions, packaging authorizations and more.

Compliance with HM-215I was required as of January 1, 2008 for most sections of the regulations. Switching to the alternative shipping description sequence is voluntary as of the same date - start to comply in advance by using Ross Environmental Services' label and manifest service!

HM-215I Summary

HM-215I revises the Hazardous Materials Regulations with a number of amendments, including:

  • changes to the Hazardous Materials Table,
  • amended list of Marine Pollutants,
  • amended list of Special Provisions,
  • new organic peroxide labels and placards,
  • and other changes.

Compliance with most of these changes was mandatory as of January 1, 2008.

Comply With Shipping Description Changes Now

Ross Environmental Services is helping customers to comply with the changes in this new DOT regulation. In fact, because What We Do Matters, Ross Environmental is voluntarily complying with HM-215I's alternative shipping description sequencing requirement beginning on January 1, 2008. Labels and manifests provided by RES after that date are now printed according to the new sequence, in advance of the January 1, 2013 mandatory implementation date. An example of the new sequence:

Previous sequencing: RQ, Paint related material, flammable, corrosive, 3 (8), UN3469, II, (D001)

New sequencing: UN3469, Paint related material, flammable, corrosive, 3 (8), II, RQ (D001)

With this change, RES and it customers will be at the forefront of compliance with this provision of the HM-215I regulations. In addition, customers may continue to use any pre-printed labels and manifests that they currently have in stock.
